Why can't an HP14 be refilled for HP7130?

	I run an inkjet refilling service and recently ran into a problem where a refilled HP14 cartridge will not work in a HP7130 all-in-one. Tried a second one that had never been installed in the printer and it still didn't work. The steps in the manual for using refilled cartridges was tried to no avail. However, when a new cartridge was installed, the printer worked fine. My question: Is the HP14 spent cartridge disabled somehow or this unique to the HP7130? Thanks
