You are right. Of course in future the empties would cost less (if there isn't much demand), but what about if the empties cost $2$? Will it worth?. HP follows an "aggressive" policy, more aggressive than needed. From one end of the easy 45/15/29/78 cartrdiges, to the other end with much difficult new ones. Historical events shows that in a wide period of time, every person or company or market that follows an aggressive policy looses more than it/he/she gains. On the other hand OEM companies need (and must) protect their business. To say the truth, the past was much easy. But companies should give "space" to others too. BTW, I've noticed there is a "channel" in Europe with cheap HP inks, besides the normal channel with normal prices. Does anybody knows how/why this happen?
