Take a small bellows bottle or syringe and install a tapered plastic tip. Tape over the white plastic opening to the airbags/lungs on top of the cartridge. Puncture through the tape a apply a small volume of air, just enough to fill the airbags. Carefully observe that they stay filled. If they do, you most likely do not have a leak in the airbags.

Not printing well can be due to cracks in the case, damaged
check valve under the maze hole cove, or over filling the
cartridge.

I recently refilled an HP29 after it passed all test
