Are you cleaning and drying the cartridge before refilling? If not the dried pigment will reduce your ability to get a full refill. Are you vacuum refilling? I normally pull a vacuum of 24" for about 3 seconds on the vacuum chamber, before injecting my ink into the cartridge. I have tried several inks using Cabott dispersions and they seem to work well. Doing so I have been able to average a total refill weight of 51 grams for the HP 56. I do not have enough data yet to give a good refill weight for the HP 57. I am testing some replacement foam and if it works will report the source.
